Guba is one of districts of strategic importance of our country. The district was established in 1930, its area is 2678 square kilometers, population 141.9 000 people. Besides 2054 refugees and 288 IDP’s have been inhabited in the district. 75.1 000 of population are able- bodied, out of the whole population 48.7 000 people are employed. Total plot of the district is 290.3 000 hectares, 147.6 000 hectares of it is the state, 50.4 000 private, 92.3 000 hectares municipal property. Arable land is 19.6 000 hectares.
Industry
16 industrial enterprises functioned in Guba district in 2001. Number of industrial workers is 683 people (for comparison it should be noted that 1415 people worked in 1995 at operative industrial enterprises); volume of industrial product was 1800.4 million manats. It should be pointed out that decline was observed in industrial production until 1999 (industrial production was 121.9 in 1999 in comparison with 1998), in comparison with 1999 in 2000 79.7 and in comparison with 2000 191.8 000 manats in 2001. Wage at industrial enterprises in the district is very low, 49.1 000 manats in 1995, 191.8 000 manats in 2001. Value of industrial production funds is 4978 million manats and 67554 million manats in 2001. Industrial fields producing agricultural canning products, soft drinks, meat and dairy products, packing boxes, boxes, packages as well and carpet making are considered as more perspective.
Agriculture
The main activity field of population is agriculture in Guba district. In comparison with 1995 vegetable production increased 7.5 (7042 tonnes), grain 3 (17289 tonnes), wheat 4 (17080 tonnes), potato 153.6 (7480 tonnes), fruit and berries 4.3 times (68635 tonnes) in 2001. In comparison with 1995 grain crop and leguminous plant fields increased 1.8 (4814 hectares), potato 32 (1020 hectares), vegetable 7 (914 hectares), wheat 2.45 (5424 hectares), orchards and berry gardens 1.2 times (2454 hectares). Productivity of agricultural products per hectare for vegetable was 5 centners, grain 9.7 centners, wheat 9.8 centners, potato 57.2 centners (4.9 times) and fruit and berries 43.6 centners (3.2 times) in 2001 in comparison with 1995. Number of stocks in cattle- breeding fields has significantly increased in the district. As a whole it becomes clear that in comparison with 1995 number of horned cattle increased by 20659 (1.44 times), sheep and goats 70866 (1.37 times) stocks in 2001. Milk production increased by 11005 tonnes (1.5 times) in 2001 in comparison with 1995.
Administrative district of Khachmaz

Khachmaz is the boundary district as one of districts of strategic importance. The district was established in 1930, its area is 1046 square kilometers, population 147.3 000 people. Besides 2621 refugees and 515 IDPs have been populated in the district. 83.2 000 of population are able- bodied and 44.0 thousands are employed. Total plot of the district is 104.5 000 hectares, 82.68 000 hectares of it is state, 43.35 hectares private, 21.045 hectares municipal property. Arable land is 44.425 000 hectares.
Industry
18 industrial enterprises functioned in Khachmaz district in 2001. Number of industrial workers was 815 people and volume of industrial product 15132.2 million manats. It should be noted that in consequence of economic reforms in our country a growth has been observed in industrial production in the district since 1997 In 2001 it was 122.2 (with actual prices) in comparison with 2000 and in 2001 with actual prices volume of industrial product was 160.0 in comparison with 2000. Average wage at industrial enterprises was much lower, it was 43.2 000 manats in 1995 and 138.8 000 manats in 2001 (this index was 191 000 manats in the other district Guba). Value of industrial funds was 6559 million manats, in 2001 100820 million manats. Canning of agricultural products, soft drinks, flour, meat and dairy products fields are more perspective.
Agriculture
Main activity field of population is agriculture in Khachmaz district. In comparison with 1995 vegetable production increased 17 (153010 tonnes), grain 2.5 (43199 tonnes), wheat 3.3 (36358 tonnes), potato 983.4 (12771 tonnes), fruit and berries production 18 times (38928 tonnes) in 2001 in the district. Melon and gourds production has increased 7 times in comparison with 1997. Owing to agrarian reforms like in agricultural production structure serious changes have taken place in sow areas as well. As in comparison with 1995 sow areas of potato declined 70 (1381 hectares), vegetable 3.3 (4492 hectares), wheat 1.56 (5240 hectares), grain crops and leguminous plants 1.24 (4416 hectares) and melons and gourds 38.8 times (302 hectares) in 2001 in the district. Vineyards decreased by 643 hectares. In comparison with 1995 productivity of agricultural products per hectare for vegetable production increased by 203.9 (5.24 times), potato 84.5 (14 times), fruit and berries 75.3 (11.6 times), grain 15 (2 times) and wheat 16.5 centners (2 times) in 2001. In general it becomes clear that in comparison with 1995 number of horned cattle increased by 14006 stocks, sheep and goats by 44386 stocks in 2001. But regretful circumstance is that in case of development of cattle breeding in the district a tiny growth is being observed in cattle- breeding production. Certain changes have been made in milk production dynamics as well. As in comparison with 1995 milk production increased by 9161 tonnes in 2001. So growth of milk and meat production shows that at present dairy and meat cattle- breeding must be emphasized in the district.
Administrative district of Gusar

Gusar is the boundary district of our country and is one of districts of strategic importance. The district was established in 1930, its area is 1876 square kilometers, population 82.5 000 people. Besides 558 refugees and 18 IDPs have been inhabited in the district. 52 people of the population are able- bodied, 59.4 000 of total population have been provided with jobs. Total plot of the district is 187.6 000 hectares, 90.2 000 of it is the state, 51.5 000 hectares private, 45.9 000 hectares municipal property. Arable land is 34.5 000 hectares.
Industry
11 industrial enterprises operated in Gusar district. Number of industrial employees is 453 people (for comparison 358 people worked at industrial enterprises in the district in 1995) and volume of industrial product was 896.4 million manats. It should be noted that an increase was observed in production field in the district until 2000 (in comparison with 1999 131.4 with actual prices in 2000) and in comparison with 2000 volume of product was 40.0 million manats with actual prices in 2001. Wage is very low at industrial enterprises, in 1995 it was 48.000 manats in 2001 217.500 manats (this index was 191 000 manats in Guba). Value of industrial production funds of the district was 1798 million manats in 1995 and 81111 million manats in 2001. Canning of agricultural products, soft drinks, flour, meat and dairy products producing and construction materials production fields are considered as more perspective in the district.
Agriculture
Main activity field of Gusar district’s population is agriculture. In comparison with 1995 vegetable production increased 4.6 (12386 tonnes), grain 2.2 (23034 tonnes), wheat 3 (23733 tonnes), potato 29.7 (13150), fruit and berries 3.4 times (7598 tonnes). A sharp reduction was observed in vine production. In comparison with 1995 grape production decreased 16.2 times and was 14 tonnes in 2001. In comparison with 1995 sow areas for grain crops and leguminous plants increased 1.22 (3061 hectares), potato 12.8 (1946 tonnes), vegetable 1.88 (446 hectares), wheat 1.6 times (5240 tonnes). Despite decrease of orchards and berry fields owing to increase of productivity of production grew. Productivity of agricultural products per hectare in comparison with 1995 in vegetable increased by 98.6 (2.46 times), grain 10.9, wheat 35.7 (2.2 times), fruit and berries production 16.9 centners (5.8 times) in the district in 2001. Reforms realized in the district stimulated development one of economic fields here- cattle breeding. As a whole in the district it becomes clear that in comparison with 1995 number of horned cattle increased by 1418 stocks, sheep and goats 13190 stocks. Unfortunately, a tiny growth is being observed in production of cattle- breeding products, while cattle- breeding are developed. But one thing should be paid attention to, meat production has reached the highest level (1746 tonnes) in 1995 and next year a reduction (1365 tonnes) was observed in the district.
Administrative district of Davachi
General information
Davachi district is one of the districts of our country of strategic importance. The district was established in 1930, its area is 1090 square kilometers, population 46.9 000 people. Besides 1619 refugees and 331 IDPs have been inhabited in the district. 25.8 000 of population are able- bodied. Total plot of land of the district is 100.1 thousands square hectares and 43 000 hectares of it is state, 21 800 hectares private and 35.3 thousands municipal. Arable land is 7.8 000 hectares in the district.
Industry
5 industrial enterprises functioned in 2001 in Davachi district. Number of people engaged in industry was 352 people (for comparison it should be pointed out that 734 people worked at operative industrial enterprises in 1995). It should be noted that a sharp decline was observed in industrial production in the district in 2000, but owing to urgent measures implemented a growth was restored and volume of industrial product reached 9463.2 million manats (in other words in comparison with 2000 3.8 times more product was produced in 2001). Wage at industrial enterprises was relatively higher, moreover in 1995 60.2 thousands manats, in 2001 194 700 manats (for example in 2001 this index was 138 800 manats in Khachmaz). Value of industrial funds of the district was 4517 million manats and 42280 million manats in 2001.
Agriculture
Main activity field of population of Davachi district is agriculture. Land reform has been completed in the district and lands distributed to peasants. Recently agrarian reforms implemented have been giving positive results. As a considerable growth has been observed in production of several agricultural products in the district. In comparison with 1995 vegetable production increased 3.2 (3186 tonnes), grain 3.2 (12577 tonnes), wheat 5.6 (913089 tonnes), potato 32 (463 tonnes), fruit and berries 24 times (738 tonnes) in 2001. Owing to agrarian reforms certain changes took place in the structure of sow areas like in the structure of agricultural production. In comparison with 1995 grain crops and leguminous plants increased 1.2 (1226 hectares), potato 8 (83 hectares), vegetable 1.7 (298 hectares), wheat 2.1 (3419 hectares), orchards and berry fields 2.7 times (320 hectares) in the district in 2001. In comparison with 1995 productivity of agricultural products per hectare in vegetable production increased by 29.4 (2.7 times), grain 14.8 (2.7 times), wheat 15.3 (2.7 times), potato 37.9 (4 times) and fruit and berries production 13.2 centners (8 times) in 2001. Stock number of cattle in cattle- breeding has increased in the district as well. Generally in the district it becomes clear, in comparison with 1995 number of horned cattle increased by 5071 stocks (1.34 times), sheep and goats 13274 stocks (1.7 times).An increase is being observed in production of cattle- breeding products as well. Meat production reached the highest level- 901 tonnes in the district in 2001. Certain changes took place in dynamics of milk production as well. As milk production increased by 3439 (1.5 times) in 2001 in comparison with 1995.
Administrative district of Siyazan
General Information
Siyazan is one of the districts of strategic importance of our country. The district was established in 1992, it area is 759 square kilometers, population 34.5 thousands people. 230 refugees and 218 IDPs have been inhabited in the district as well. 17.3 thousands of population are able- bodied, 18 of population size are employed. Total plot of land is 75.9 thousands hectares, 27.1 thousands hectares of it are state, 37.0 thousands hectares private, 11.8 thousands hectares municipal. Arable land is 8.9 thousands hectares.
Industry
5 industrial enterprises functioned in Siyazan district in 2001. These enterprises are specialized mainly in oil and gas spheres. Number of industrial workers was 2338 people (for comparison it should be pointed out that 1853 people worked at industrial enterprises), volume of industrial product 54838.6 million manats. It should be noted that volume of industrial product was 116.3 with actual prices in 2000 in comparison with 2001. Level of wages at industrial enterprises of the district is much higher, besides it was 101.6 thousands manats in 1995, 391.7 thousands in 2001 (in the other districts, in Guba this index was 191 000 manats, in Gusar 217.5 thousands manats in 2001). This is connected with oil of the district. Value of industrial production funds of the district was 27455 million manats in 1995 and 429065 million manats in 2001. Besides oil- gas, canning of agricultural products, poultry- keeping, soft drinks, flour, meat and dairy products producing fields are more perspective.
Agriculture
A considerable increase has taken place in production of some agricultural products in the district. In comparison with 1995 vegetable- growing increased 20.8 (553 tonnes), grain 1.9 (1738 tonnes), wheat 4.9 (2232 tonnes), in comparison with 1998 potato production 3.4 times (141 tonnes) in 2001. But in vine production a sharp decline is observed. Vine production in comparison with 1995 declined 20.5 times and was 140 tonnes in 2001. This is connected with ageing of vineyards and vine processing problems. In consequence of agrarian reforms like in the structure of agricultural production considerable changes took place in the structure of sow areas as well. In comparison with 1995 sow areas for vegetable increased 4.5 times (53 hectares), wheat by 252 hectares. Although sow areas for grain crops and leguminous plants decreased by 888 hectares growth of productivity is being observed. We can explain this with increase of material incentive and personal initiative of peasants in connection with land reforms. In comparison with 1995 productivity of agricultural products in vegetable production has increased by 66.0 (4.5 times), grain 11.6 (2.7 times) and wheat production 15.4 centners (4 times) in 2001 in the district. Number of cattle stocks in cattle- breeding fields has increased. In the whole district it becomes clear that in comparison with 1995 number of horned cattle increased by 1469, sheep and goats 14162 stocks. But unfortunately while a cattle breeding is developed in the district a tiny increase is being observed in cattle- breeding production. As meat production in the district reached the highest level 489 tonnes in 2001 which is very low in comparison with the districts. Certain changes have taken place I the dynamics of milk production of the district as well. So in 2001 milk production increased by 3201 tonnes (1.23 times) in comparison with 1995.
