Lankaran

General information

Lankaran district is situated in the south of our country, in borderland. The total area of the district is 1.54 thousand square kilometers, the population 193.7 thousand people. While 103.5 thousand of population is able-bodied only 75.7 thousand of them have been provided with jobs. 86% of able- bodied population work in production and 14% in non- production fields. 12 refugees and 507 IDPs live in the district. The total ground of the district is 153.9 thousand hectares, 122.7 thousand hectares is state, 15.2 thousand hectares private and 16 000 hectares municipal property. Sow area of the district is 10.5 hectares; tea-growing, vegetable and subtropical plant growing are the main agricultural fields.

 

Industry

33 industrial enterprises functioned in 2001 in Lankaran district, 1374 people worked in these enterprises and 31 013.4 million manats worth product was produced here. Industrial production in 2001 in the district, in comparison with 1995, increased 2.4 times in 2000 and 2.9 times in 2001. Average wage of employees of industrial enterprises was 157 000 manats and in comparison with 1995, increased 3.3 times. Serious progresses have been made in formation of new structure of industrial enterprises meeting modern standards and total volume of industrial-production assets of the district in comparison with 1995 has significantly (17 times) increased. However, despite increase of overall production volume of the district physical decline (fish cleaned from bones, soft drinks processing, etc.) in production of several products.

 

Agriculture

From point of view of agricultural development, Lankaran is one of districts with great opportunities. Planting of sub-tropical fruits and tea-growing economies have been highly developed. But several problems emerged in connection with collapse of USSR have seriously damaged agriculture of the district and production volume started to decline. In production of several agricultural products in comparison with 1995 for potato decreased 51 (6219 tons), vegetable 5.9 (99 678 tons), grain 4.4 (6370 tons), melon and gourds 47 (1887 tons), fruit and berries 51.6 (11 890 tons), wheat 2.7 (2624 tons), vine production 9.5 (944 tons), tea plants 6.4 times (4506 tons) in the district in 2001.

In recent years, productivity growth in agriculture has been observed. For example, productivity of the main agricultural products for potato has increased 2.4, vegetable 2.9, melon and gourds 14 times. One of the main activity fields of population, cattle-breeding, is developing. In comparison with 1995, the number of cattle increased by 7593, sheep and goats 11 041 stocks in 2001. The development of cattle breeding positively influences the growth of cattle-breeding products and meat production increased by 740, milk 6116 and egg by 628 000.

 

 

Administrative district of Lerik

 

General information

Lerik district is situated in the south of our country, in borderline with Iran. The territory of the district consists of forest and mountainous areas. The total area of the district is 1.084 thousand square kilometers, population is 64.9 thousand people, also 30.4 thousand people are able- bodied, and 19.6 thousand of them have been provided with jobs. 17% or 10.8 thousand of the population are unemployed. Out of the total area of the district, 72.6 thousand is the state, 14.9 thousand private and 19.8 thousand municipal property. Arable area is 14.3 thousand hectares.

 

Industry

5 industrial enterprises functioned in Lerik district in 2001. Increase was observed in the district’s industrial enterprises and the volume of production was 1079.7 million manats. 117 people worked in industrial enterprises of the district; average monthly wage of workers was 237.7 thousand manats and the volume of industrial production assets was 8674 million manats. But it should be noted that several important fields of the district are still inactive and this resulted in restriction of selling base of agricultural products. Such situation industry negatively influenced proper use opportunities of agriculture’s possible potential in the district. Besides, disoperation of main natural resources of the district marble (stone shops), mineral water purifying enterprises have negatively influenced socio- economic development of the district.

                        

Agriculture

Agriculture is the main activity field of Lerik’s population. The majority of population is almost engaged in husbandry and cattle-breeding. Recent reforms in the district stimulated rapid development of agriculture. For example, in comparison with 1996 production of agricultural stuffs: potato increased by 7451 (2.25 times), grain 10 344 tons (3.1 times), fruit and berries 1400 (2.1 times), wheat 10 935 (3.7 times), tea plants 8 tons (2.6 times), but vegetable production decreased by 785 tons (1.3 times), and vine was almost not produced. It should be noted that main reason of sharp decline in vine production was the halt of vine- processing enterprises in the district, as a result of substitution of vineyards for grain fields. So agrarian reforms in the district brought to the involvement of the district’s agrarian potential in economic turnover and gave positive results. In addition, it should be pointed out that infrastructure favourable for proper use of the district’s agrarian potential is very low and this caused elimination of several technical products (tobacco, grapes etc.). One of the main activities of the population has been developing, in recent years. For example, in comparison with 1996, the number of horned cattle increased by 818, sheep and goats 12 102 stocks. Development of cattle-breeding positively influenced the increase of cattle-breeding products in the district and in the corresponding period meat production increased by 515 tons. It should be noted that milk decreased by 2209 tons and egg 628 000. As is obvious, mainly cattle-breeding for slaughter is more developed. So, we can summarize although agriculture has recently developed in the district there are still several serious lacks.

 

 

Adminstrative district of Masally

 

General information

Masally district is situated in the south of our country, on the coast of the Caspian Sea. The district was created in 1930, its total area is 1.79 thousand square kilometers, and the population is 179 000 (January 1, 2003). According to the information of 2001, 11 refugees and 455 IDPs live in the district. Total plot of land of the district is 72.1 thousand hectares, 22.8 thousand hectares of which is the state, 30.4 thousand private and 18.9 thousand municipal property. Generally, the arable land is 25.1 thousand hectares. Fruit, vegetable growing, tea-growing and cattle breeding are the main economic fields. Besides this, the district has favourable natural environment, mineral hot water springs, and sand-gravel construction resources.

 

Industry

20 industrial enterprises functioned in 2001 in Masally district.  The number of employees of these enterprises reached 596 people and volume of product produced 9965.3 million manats. Interesting fact is that if in 1995 average wage of employees of industrial enterprises was 52.3 thousand manats, in 2001 160.5 thousand manats, value of main industrial-production assets reached from 3245 million to 267 151 million manats. All these show that production oriented enterprises have started to develop as well.

Agriculture

In comparison with 1995, potato production increased 14 (1551 tons), vegetable 6.5 (48 620 tons), grain 1.2 (883 tons), melon and gourds 1657 times (6626 tons). In addition to the above mentioned grain production decreased by 2897 (2.8 times), vine production 103 tons in the district. Besides while in 1997-2001 orchards and berry fields increased by 22 hectares, volume of production decreased by 1403 tons.

Productivity in production of main plant growing products per hectare in agricultural field of the district for potato increased by 10, vegetable 162, grain 9.9, melon and gourds 115.7 centners, in wheat production decreased by 0.6 centners. Certain changes have been observed in production of cattle-breeding products as well. The number of horned cattle in comparison with 1995 decreased by 1002, sheep and goats by 8167 stocks in 2001. In addition to this, meat products (slaughtered) increased by 799 tons and egg 15 888, milk by 10 141 tons.

 

 

Administrative district of Yardimly

 

General information

Yardimly is borderline district of our country and one of the districts of strategic importance. The district was created in 1930 and has a settlement and 90 villages subordinate to it. Its area is 0.67 thousand square kilometers, population 52.3 thousand people. 13.8 thousand of 26.9 thousand able-bodied population of the district, also 11.5 thousand work in production and 2.3 thousand in non-production field. Total plot of land is 66.7 thousand hectares 36.8 of which is state, 12.6 thousand private, 17.4 thousand hectares municipal property. Arable land is 15.4 thousand hectares. Husbandry and cattle-breeding are main economic fields, forest and water natural resources of the district.

 

Industry

33 industrial enterprises functioned in Yardimly district in 2001, 1374 worked at these enterprises and 313 013.4 million manats worth product was produced. Industrial product produced in the district has increased 2.4 times in comparison with 1995 and 2.9 times in comparison with 2000 in 2001. Average wage of industrial workers of the district was 157 000 manats and in comparison with 1995 increased 3.3 times. Considerable progress has been made in the formation of a new structure meeting modern standards and the total volume of the district’s production assets has considerably increased (17 times). Despite all these total volume of the district’s industrial production in spite of increase of overall production volume of industrial production in the district, physical decline was observed in production of a set of products (boned fish, soft drinks processing, etc.)

 

Agriculture

Main activity field of population is agriculture in Yardimly district. Agrarian reforms have been completed and lands distributed to peasants. Agrarian reforms have recently given their positive results. Serious growth has been observed in production of several agricultural products in the district.  In comparison with 1995, in 2001 potato production increased 309 (4626 tons), vegetable 1.2 (308 tons), wheat 12.7 (13 417 tons), fruit and gourds 1.1 times (67 tons). Recently increase of lands’ fertility is being observed. The main reason of it is the increase of material interest and initiative in connection with land reforms. Productivity per hectare for potato was 99, vegetable 24, grain 12.6, wheat 12.4 centners in 2001 in comparison with 1995. Reforms stimulated the development of one of economic fields, cattle-breeding, in the district. The number of stocks in cattle-breeding fields has increased by 3884, sheep and goats 14 396 stocks. The development of cattle-breeding products positively influenced growth of cattle-breeding products as well. In 2001, in comparison with 1995 meat production increased by 195 tons.

 

 

Administrative district of Astara

 

General information

Astara district situated in south of our country on the coast of the Caspian sea was established in 1930, its area is 0.62 thousand square kilometers, population 87.4 thousand people according to the information of January 1, 2002. Although number of able-bodied population is 40.5 thousand people and the employed 6.9 thousand in the district. 33.6 thousand of the district’s population or 38% (83% of able-bodied population) are unemployed. Total plot of land of the district is 24.2 thousand hectares, also 4.7 thousand hectares state, 10.6 thousand hectares private and 8.9 thousand hectares municipal property. Total sow area of the district is 6.4 thousand hectares. Tea-growing, vegetable, sub-tropical and citrus fruits productions, cattle-breeding and fishing are main agricultural fields.

 

Industry

12 industrial enterprises functioned in Astara district in 2001. Volume of industrial enterprises was 3213.9 million manats. Although in comparison with 1995 volume of industrial product in the district decreased 21 times, in comparison with 1997 increased 4.8 times. 257 people work in the district’s industrial fields. Average monthly wage of workers at industrial enterprises was 173.6 thousand manats increasing 4.9 times in comparison with 1995. Considerable progress has been made in Astara district. However, one nuance should be paid attention to, despite overall development tempo of the district majority of population is unemployed. Taking this into account, the creation of production fields should be emphasized.

 

Agriculture

In comparison with 1995, in 2001 potato production increased by 44.6 (7599 tons), vegetable 6 (16 884 tons), grain 3.3 (11 386 tons), melon and gourds 8.1 (7577 tons), fruit and berries 59 (17 752 tons), wheat 2.2 times (1899 tons). Nevertheless, in this period vine production in the district decreased 1.9 (8 tons) and tea production 5 times (2032 tons). In production of the said main plant-growing products in agricultural field of the district productivity per hectare for potato increased by 56.6, vegetable 123.4, grain 18.5, melon and gourds 22.6, wheat 6.1, berry and fruits 157.9 centners. Generally, despite reduction in volume of several agricultural products, development of agrarian relations in the district can be considered as satisfactory taking account the above said positive tendencies. This was firstly connected with land reform in the country. It means land was given to producers as main production means, this process is still being continued. As a whole peasant farming fields and other forms of economy have developed as well. Positive changes have been observed in production of agricultural products in the district. The number of horned cattle increased by 97 678 stocks in comparison with 1995 in 2002, cow and buffalos 3920, sheep and goats 6560. The increase of overall number of cow and buffalos, sheep and goats is first of all result of distribution of collective and state farm property, pastures among rural population as well and favourable condition in private economic fields in the district. Besides that, meat products (slaughtered) increased by 155 and milk production 2810 tons.

 

 

Administrative district of Jalilabad

 

General information

Jalilabad district is situated in the northern part of the country, at the foothills. The district was established on 08.08.1930, the total area is 1441 square kilometers, has a settlement and 117 villages, subordinate to it, the population is 175.4 thousands people (2002, January 1). The total plot of land of the district is 144.1 thousand hectares, 37.7 thousand hectares of it is the state, 367.1 thousand hectares private, 9.3 thousand hectares municipal property. Generally, arable land is 64.2 thousand hectares. Husbandry and cattle-breeding are the main economic fields, and forest the natural resource.

 

Industry

3 industrial enterprises functioned in 2001 in Jalilabad district. The number of people involved in industry is 265 people, (for comparison we should note that in 2000, the number of employees in industrial field was 330 people and 827 people in 1995), the volume of industrial production  was 6824.9 million manats, average monthly wage is 272.2 thousand manats. If the value of industrial production assets was 5881 million manats in 1995, in 2001 it was 13 421 million manats.

 

Agriculture

Sow area of the main agricultural plants was 88 584 hectares in 2001 (in all economic categories). Practically, growth is being observed in the production of main plant growing products year by year. For example, in comparison with 2001, in 2000 wheat production increased by 104 530 (9.3), potato 75 106 (2.7), vegetable 15 774 tons (3.9), grain 110 118 tons (8.2), vegetable products 1217 (7.7), fruit and berry 1316 tons (3.7), but vine production decreased by 427 tons (60). A progress is being observed in sphere of cattle-breeding of the district. For example, 3 601 tons of meat, 53 218 tons of milk, 19 389 eggs were produced in 2001. Meantime, in 2001, the number of horned cattle increased by 95 123, sheep and goats by 117 099 stocks.
