Shaki - Zagatala
General information

Shaki district is situated in the north- west, 305 kilometers away from Baku and covers 2432.7 square kilometers area. According to the information of January 1, 2002 population of the region is 161.6 thousands. Average density of population is 66 people per square. The nearest distance from the center of the district Shaki city to railway station is 14 kilometers. Shaki district encompasses 65 villages, 2 settlements and Shaki city subordinate to the country. The number of able- bodied citizens is 74350 people. 34925 of them have been provided with jobs. 22750 of working people work in production and 12175 in non- production fields. The number of the unemployed registered in employment service is 871 people. There were 1630 refugees and 5753 internally displaced persons in 2001 in the district. There is 237210 hectares plot of land in the district and 109625 hectares of it is government, 61508 hectares private and 66077 hectares is a municipal property. Sow area reached 69546 hectares in 2002.

 

Industry

20864.0 manats worth product was produced in 1995 and 12178.0 million manats worth in 2001 at Shaki district’s industrial enterprises. Industrial enterprises operating in this period declined from 18 to 11 in 1998 and re-reached 19 in 2001. Besides average number of employees in this field was 9915, while this figure was 3044 in 2001. Average salary increased from 46.2 thousands manats in 1995 to 139.8 thousands manats in 2001. In food production, cheese was 124, meat 249, sausage 16 tonnes, canned goods 474 thousands of conditional tins, unskimmed milk 120 tonnes in 1995, while in 2001 production stopped. Besides fermented tobacco production declined from 4686 tonnes in 1995 to 1946 tonnes in 2001, and flour from 308 to 163.8 tonnes. Soap production has begun only since 1998 and got production in the volume of 408.2 tonnes.  However as a result of measures taken some enterprises restore their production capacity or new ones are being constructed.  For example, according to statistical data 37.2 million meters of silk cloth was produced in 1995 in Shaki Production Union in 1986, 7500 people were provided with jobs here. But only 744 thousands square kilometers of cloth was produced in 1995, 49 thousands square kilometers in 1997 and since 1998 to the present its production has halted. “Shaki- Silk” Joint Stock Company has achieved in allocation of 1.5 billion manats of non- interchangeable credit, and then 500 million manats worth financial aid to this field and currently about 700 people have been provided with jobs.

 

Agriculture

Except vineyards and orchards both sow area and production of agricultural products in comparison with 1995 grew in all fields in 2001. For example, sow areas of grain- crops and leguminous plants increased from 36385 hectares in 1995 and to 51059 hectares, potato accordingly from 26 to 336 hectares, vegetable from 177 to 595 hectares, water melon and gourds from 68 to 54 hectares, and production of grain and leguminous crops grew from 113 to 3526 tonnes, vegetable from 1623 to 12011 tonnes, grain from 51138 to 121720 tonnes, truck crops from 471 to 6667 tonnes, fruit and berries from 497 to 5350 tonnes. Only production of grapes declined from 3915 tonnes in 1995 to 1073 tonnes in 2001. This fact causes halt of operation of 2 vine processing factories as in the other regions. Currently Shaki district provides itself with necessary grain products. There is no difference in cattle- breeding in1995 in comparison with 2001 either for number or production. For example, the number of big horned cattle reduced from 55118 to 53483 stocks, pig from 897 to 9, sheep and goats from 105391 to 147563 smalls. Correspondingly over this period butchery production grew from 2218 to 2928 tonnes, milk production from 30551 to 31563 tonnes, egg production from 10765 thousands to 12116.

 

 

Zagatala district

 

General information

Zagatala district was established in 08.08.1930 and is situated in the north- west of the country, 372 kilometers away from Baku and has a settlement and 59 villages subordinate to it. Its area is 1.35 thousands square kilometers, population 109.3 thousands (according to January 1, 2002 data), the number of refugees inhabited in the region is 308 and IDPs 343 people. Density of population is 81 people per square. The number of able- bodied citizens is 58 people. The region’s plot of land is 134.8 thousands hectares, and 153.7 thousands hectares of it is state, 31.2 thousands hectares private, 16.8 thousands hectares municipal property.

 

Industry

16 industrial enterprises operated in 2001 in Zagatala district. 5456 thousands manats worth industrial production has been produced by operative enterprises. In comparison with 1995 the volume of industrial products increased 1.5 times in 2001. Despite the increase of industrial enterprises, number of employees working there reduced (from 1529 to 857 people). Average wage of employees has 2.5 times increased in comparison with 1995. Finished product remainder declined from 1092.0 million to 331.3 million manats in 1997. Industrial fields of construction- repair, tobacco, cannery of agricultural products, soft drinks, meat products processing, beer production, tea, nut processing are considered as more perspective.

 

Agriculture

In comparison with 1995 sow areas of the region for potato planting fields increased 194 (965 hectares), vegetable 11 (1236 hectares), melon (water melon) 594 (473 hectares), orchards 1.3 (1690 hectares), tobacco field 1.9 times; in the other sow areas decline was observed. Because sow areas of leguminous plants has reduced 1.2 (2105 hectares), vineyards 27.5, (105 hectares), wheat sowing areas 1.3 (2154 hectares), tea 1.02 times (2 hectares).  In comparison with 1995 potato production increased 1667.3 (998 tonnes), vegetable 21.5 (11494 tonnes), grain 1.6 (13678 tonnes), water melon 12.2 (11494 tonnes), grapes to 110 tonnes, tobacco production 1.4 (1.310 tonnes), berries 64 (1425 tonnes), wheat 1.4 (5965 tonnes) times and tea production 3.8 times (45 tonnes). As for cattle – breeding products, meat increased from 2679 tonnes to 3624 tonnes, milk from 27726 to 28244 tonnes. In production of eggs in comparison with 1995 productivity was low, in 2000 it relatively grew. Accordingly the index over these years was as the following: 13010 thousands eggs in 1995, this index increased to 10496 thousands in 2000, which showed development rate in poultry keeping. Tobacco, shelled(mainly nut) and seedy fruits (apple, pear), also essential oiled plants- grapes, tea plants growing and processing, processing of cattle- breeding products would be purposeful.

 

 

Balakan district                     

 

General information

Balakan district is situated in the north-west of the country and has 54 villages and 1 settlement subordinate to it. According to the information of January, 2002 population of the region is 85.3 thousands and average density of population is 93 people per square kilometer. 5.5 thousands out of 3.1 thousands able-bodied citizens have been provided with jobs. 3.1 thousands of working people work in production, 2.4 thousands in non-production fields. The number of the unemployed registered in employment service is 153 people. The number of refugees was 113 and IDPs 240 in the district in 2001. There’s 935 thousands hectares of plot in the district and 58.9 thousands of it is under state, 94.6 thousands private, 9.0 thousands municipal property .Sow area reached 18.0 thousands hectares in 2002.

 

Industry

Industrial production of Balakan district was 5444.0 million manats, while in 2001 it was 5196.2 million manats. The number of industrial enterprises increased from 7 to 9. Average number of employees in this field reduced from 1889 to 339. In food industry in 1995, cheese production was 82 tonnes, canned food 776 thousands of conditional tins; butter 58 tonnes while in 2001 these products were not produced. Besides fermented tobacco production reduced from 11660 tonnes  in 1995 to 994.7 tonnes in 2001 and flour from 1451.0 to 16.4 tonnes. Because of poor raw material provision “Balakan tobacco” JSC works 7/5 of total production capacity. Besides Balakan Cannery still faces with the problems of technological equipment not meeting modern standards and need of existing equipment for repair. Combined forage production has begun since 1999 in the region and 6.1 tonnes of product was gained in 2001. 5 bread and sweets enterprise function in Balakan district.

 

Agriculture

Agricultural products except tea increased in 2001 in comparison with 1995. For example, if potato was not planted in 1995, in 2001 5666 hectares area- for vegetable growing increased from 28 hectares  in 1995 to 1747 hectares in 2001, tobacco from 807 to 1160 hectares and water melon accordingly from 37 hectares to 660 hectares, orchards and berry fields from 3346 to 5819, but in production, vegetable from 116 tonnes to 21552 tonnes, grain from 10323 to 12000 tonnes tobacco from 1115 to 1644 tonnes, water melon from 215 to 6581 tonnes fruit and berries from 185 to 17396 tonnes . Only tea production was 17 tonnes in1995 while after this the yield was not harvested. Cattle breeding- Number of horned cattle increased from 32478 to 33612 stocks in 2001, sheep and goats from 181556 to 25561. Although meat increased from 1194 tonnes in1995 to 1687 tonnes in 2001, milk production was from 16754 to 13045 tonnes in the corresponding years, and egg production from 10955 to 8883 thousands.

 

 

Gakh district

 

General information

Gakh district was established in 08.08.1930, has 72 villages subordinate to it and is situated 345 kilometers away from Baku. Its area is 1.49 thousands square kilometers and population 52.3 thousands people (according to the information of 1 January, 2002). Number of refugees (151) and IDPs (1027) populated in the district was 1178 people, density of population 35 people per square kilometer. 52.3 thousands of citizens are able- bodied, 47.2 thousands of them (35.9 of the whole population) have been provided with job.106.8 thousands hectares of the area is the state, 26.1 thousands hectares private and 16.4 thousands hectares municipal property. Arable plot of land is 14.1 hectares. Limestone, clay, sand, forest and mineral waters are natural resources of the region.

 

Industry

17 industrial enterprises functioned in Gakh district in 2001. Number of employees in industry was 303 people; volume of industrial product was 1867.2 million manats. Average wage of employees of industrial enterprises of the district increased from 27300 to 169700 which may be evaluated positively. Value of industrial production fund was 1585 million manats in 1995 while this index was 29706 million manats in 2001. Canning of agricultural products, production of soft drinks (mineral water), meat and milk, also of construction materials, fermented tobacco and cocoon are considered as perspective fields in the district.

 

Agriculture

The main activity field is agriculture in Gakh district. Agrarian reforms have finished and lands distributed to the peasants in the district. Both sowing area and production of agricultural products, except vineyards increased in all fields in 2001 compared to 1995. In comparison with 1995 in 2001 sow areas of leguminous plants correspondingly increased from 11719 to 12281 hectares (1.1 times), potato from 3 to 275 hectares (91.7 times), vegetable from 61 to 449 hectares (7.2 times), melon and gourds from 41 to 205 hectares (5 times), or orchards- berry fields from 3951 to 4542 hectares (1.2 times), wheat from 7651 to 8894 hectares (1.2 times). Sow area of vineyards reduced from 636 to 377 hectares (1.7 times), tobacco from 692 to 610 hectares. The reason of this reduction is the non operation or incapacity of enterprises. In comparison with 1995 potato production increased from 8 to 780 tonnes (97.5), vegetable from 966 to 3540 tonnes (7.6 times), grain from 14220 to 1180 tonnes (4.3 times), fruit- berry from 175 to 5710 tonnes (32.6 times), wheat from 9235 to 25399 tonnes (2.8 times), tobacco from 952 to 1030 tonnes in 2001. Productivity of these products per hectare- for potato increased 1.1, vegetable 1.2, grain 2.2, melon- gourds 3.5, grapes 7.5, fruit and berries 25.5, wheat 2.4, tobacco 1.2 times in comparison with 1995. Taking as a whole, it becomes clear that in comparison with 1995 the number of horned cattle increased by 1008 (1.03 times), goats 69017 stocks (2.13 times) and pig 3902 smalls (2.3 times). Growth in cattle-breeding products - meat and butchery products increased by 369 tonnes (1.2 times), milk and dairy products  3333 tonnes (1.2 times) and egg  687 thousands (1.1 times).

 

 

Oghuz district

 

General information

Oghuz district is situated in the north- west of the country, 268 kilometers away from Baku, and occupies 1.22 thousands square kilometers area. According to the information of January 1, 2002 population of the district was 37.7 thousands. Average density of population is 31 people per square kilometer. Oghuz district covers 31 villages and a settlement. Number of able- bodied citizens is 20 thousands. 15.3 thousands of them have been provided with jobs. 12.1 thousands of working people are engaged in production, 3.2 thousands in non- production fields. Number of the unemployed registered in employment service is 391 people. Number of refugees inhabited in the district was 2570 and IDPs 2677. There is 121.6 thousands hectares of sow area in the district, 81.1 thousands hectares of it is state, 20.8 thousands hectares private, 19.7 thousands municipal property. Sowing area was 20.6 thousands hectares in 2002. Among natural resources there are clay, gravel, minerals and forest resources.

 

Industry

Industrial production of the district was 1074.0 million manats in 1995, while in 2001 it was 52.5 million manats. Besides the number of industrial enterprises operating in this period reduced from 5 to 2. But average number of employees in this field has increased from 101 to 147 people and average wage from 385 thousands to 192.4 thousands manats. In food industry, cheese production reached 108, flour 982, meat 8, unskimmed milk 6 tonnes, canned goods 2820 thousands of conditional tins, butter 25 tonnes, processed winery products 5.0 and alcohol 2.0 thousands, while in 2001 these products were not produced. There are production – oriented “Rufat” ltd, “Novruz” rural economy, “Beytulla” ltd, “Elshan” ltd., “Aghridagh” ltd and “Deyirman” private enterprise producing agricultural products in Oghuz district.

 

Agriculture

Sow areas of melon and gourd plantations, tobacco plantations and vineyards reduced in 2001 compared to 1995 and the other fields increased. For example, increase was observed in sow area of grain- crops from 1995 to 2001, leguminous crops increased from 9879 to 14943 hectares, potato from 12 to 181 hectares, vegetable from 32 to 264 hectares, orchards and berry fields from 1408 to 1509 hectares, except vineyards. For example; from 1995 to 2001, potato increased from 24 to 795, vegetable from 181 to 2077, tobacco from 1292 to 2300 hectares, grain from 17516 to 37792, melon and gourds from 183 to 456, fruit and berries from 314 to 1970 tonnes. While production of grapes was 1115 tonnes in 1995, in 2001 it reduced to 136 tonnes. Before tobacco- growing, grain- growing, cattle and silkworm breeding were bases of the economy. But extremely low price of the product deteriorated tobacco growing and silkworm breeding. There is need for new types of agricultural machines in grain- growing. Cattle breeding- Number of horned cattle increased from 26944 to 28339, sheep and goats from 51850 to 56790 stocks and pig from 111 to 257 smalls from 1995 to 2001. But meat reduced from 1324 tonnes in 1995 to 1175 tonnes in 2001, milk production accordingly increased from 11785 to 12938 tonnes, egg production from 3619 to 4182 thousands.

 

 

Gabala district

 

General Information

Gabala district is situated in the north- west of our country, 225 kilometers away from Baku and covers 1.55 thousands square kilometers area. According to the information of 2002, January 1 population of the district was 86.3 thousands people. Average density of the population is 56 people per square. Gabala district encompasses 63 villages. Number of able- bodied citizens is 45.9 thousands people. 28.6 thousands of them have been provided with jobs. 21.6 thousands of working people are engaged in production and 7.0 thousands in non- production spheres. Number of the unemployed registered in employment service is 291 people. Number of refugees was 312 and IDPs 1890 people in the district in 2001. There’s 154.8 thousands hectares plot of land in the district. 96.8 thousands hectares of it is the state, 37.3 thousands hectares private, 20.7 thousands hectares municipal property. Sow area was 25.9 000 hectares in 2002. Among natural resources there are limestone, gravel, herbs, forest resources and fish.

 

Industry

Industrial production was 4999.0 million manats in 1995, while in 2001 it was 7225.0 million manats. Number of enterprises operating in the district reduced from 7 to 3. Besides average number of employees working in industry reduced from 469 to 403 people. In food industry cheese production was 92, flour 60 , meat 13, unskimmed milk 71 tonnes, canned goods 272 000 conditional tins, butter 62 tonnes, while in 2001 these products were not produced. But fermented tobacco production increased from 794.0 to 2177.3 tonnes. There are production- oriented milk plant producing dairy products, Gabala, Nij canneries producing fruit juice and canned goods and “Qizil Ahmedi” Commercial Company, “Gabala- Sherab” JSC producing wine and juice, “Gabala- Poultry- keeping” producing poultry and egg, “Gabala- Construction” JSC producing light industry products, nut- shelling and processing “Muherrik” CC and “TEO” ltd., “Ughur” company producing mineral water, “Shahin” CC manufacturing furniture, “Emil” CC producing meat and flour and private enterprises engaged in bee- keeping. 

 

Agriculture

Sow area of grain and leguminous crops, orchards, berry fields, tobacco plantations and vineyards declined and in the other fields increased in 2001 in comparison with 1995. For example, potato planted in 1995 increased from 112 to 1434 hectares, melon and gourds from 34 to 69 hectares except grapes. Accordingly vegetable increased from 396 to 5450, grain from 20244 to 36389, melon and gourds from 69 to 785, fruit and berry from 92 to 3965, tobacco from 1444 to 2100 tonnes. Over this period only production of grapes decreased from 1054 to 37 tonnes. Number of horned cattle grew from 43810 stocks in 1995 to 48183 stocks in 2001, sheep and goats from 160290 to 201112 stocks in the corresponding years. In comparison with the other regions number of pigs increased from 4122 to 42336 stocks in this region. But meat declined from 2288 tonnes in 1995 to 2256 tonnes in 2001, milk production from 21129 to 18030 tonnes in the corresponding years. Besides egg production reduced from 8415 thousands in 1995 to 8137 thousands in 2001.
